NDC or Tulip based card problem...

I have a 10/100Mbps PCI NIC from NDC, it uses the tulip driver. At one
point I had this NIC working perfectly, now I reinstalled Linux and the
machine boots it keeps giving me these eth0 time out errors. I have noticed
that one there kernel tries to initialize the NIC the light on the hub goes
out. I have no clue what's going on, all I know is that my NIC used to
work, and now (even though it seems I have taken the same steps to set it
up) it doesn't work. Any help would be greatly appreciated.
