hooks for a module to examine ip traffic

i'm attempting to write a kernel module that will examine incoming ip
packets and log them if they meet certain criteria (i.e. ttl is a certain
value, etc.).

what hooks do i have to use to pass all incoming ip packets to this
module? the module will only look at the ip header... no processing will
be done.
