Ever thought of people who are not connected to the net all the time? Who
need to dial up their ISP using a modem? Having no local free calls? Ever
travelled outside Vancouver?
Even easier: connect a radio clock to your machine and forget all about
everything. That's what I do.
That does not save you from setting the correct TZ and knowing _something_
about Unix.
