The modems at either end could be set to drop carrier after 15 mins
inactivity.

Try using lcp-echo requests to keep up some activity after set periods of
inactivity...

(From my /etc/ppp/options file...)

# Send LCP echo-requests to the peer during periods of inactivity (10 minutes)
lcp-echo-interval 600
# Assume a dead connection and terminate if 2 echo-requests don't get replies
lcp-echo-failure 3
