Capturing packets from IP layer

Hi !

I plan to write a program to capture the packets from the
IP layer(Packets accepted for the machine) and do some processing
before pass it on to the TCP stack. The idea is to capture may be
all the http req packets. Since there should be some routing needed
to be done the packets should be captured at the IPlayer it self.

Where can I find some docs to help me to write a program
of this kind? Is it possible to have program loaded as a module or
is it should be integrated into the Linux kernel itself. Is there
any sample code available on the net which I can use it as a guide
line.

I am quiet good at socket calls programming. But this is the
first time I digging little deep in this area.
