Nobody had the right answer for Slackware 3.2, but Patrick Volkerding
(of Slackware fame) supplied the correct answer:
"The maintainer of rlogind/rshd decided to add a '-h' flag to these
utilities. Without it, you can't do .rhosts based rsh/rlogin as root.
To enable it, you add -h to the rshd/rlogind lines in /etc/inetd.conf."
