CHAP failure with recent ppp + recent kernel

Client machines can connect to the server when it's running Linux 2.0.34
and pppd 2.2.

But when it's running Linux 2.1.10x and pppd 2.3.5, and otherwise
identical configuration, pppd exits immediately (prior to attempting any
negotiation or even announcing that it has started) with the message

peer authentication required but no suitable secret(s) found
for authenticating any peer to us

I haven't attempted to discover if PAP (or no authentication) triggers the
behavior... if anyone would like me to do that, please say; however the
server connects successfully to the upstream ISP (with no authentication)
in both cases. Of course, the chap-secrets are there and valid enough to
get correct operation on the earlier versions.

Clients log in on a 'ppp' login with .ppprc setting auth +chap.
