Traffic shaper on 2.0.35

I have to set up a traffic shaper on a Linux box running kernel 2.0.35
Is the shaper part of the kernel or do I have to get it somewhere?

Another question: is CBQ possible on 2.0.x kernels or I need 2.1.x ?
