Hello !!!

I'm a "new" user of Linux, and i would like to do a program or system which contabilize packets traffic of users in Linux. That is, a user have x account of bytes. Every time he gets information, the account is x-n bytes. If the account is 0 bytes, he can't do anything.
My system, is for example, two machines, which have a router between them. Do i have to put the program in the router to control the traffic ???
How do i do this accounting ???

Please if you know where i can see the data of a packet (what file), to see who is the user who want to connect, or to extract some useful information,answer me.

If you can't answer me thanks anyway ....
