Very low bps in Taylor UUCP 1.06

I am experiencing extremely low bps rates during my mail exchange using
taylor uucp 1.06 [The maximum I have got so far is 1426 bps!!]

Is there anyway to augment it? I have set hardflow true in my port file.
Will this work? I am using RedHat Linux 4.1 [kernel 2.0.27]
