There is something called "radius client" that is a .. well, a radius
client :) No doubt someone will post an URL.

Also, I wrote 2 programs that have radius client code in it. Portslave,
ftp://ftp.cistron.nl/pub/people/miquels/radius/ , has radius client
code in it. In the same directory you will find tacp2rad-0.1.tar.gz,
a Tacacs+ to Radius converting daemon also with radius code in it.

The tacp2rad-0.1.tar.gz has cleaner radius code, but hasn't been developed
for 1.5 years. The code in portslave is more up to date but a bit uglier
(the code in tacp2rad-0.1.tar.gz was written later but not kept up to date).

All of this comes under the GPL copyright.

Mike.
