CGI's and APACHE

Hi there again, I was hoping to install some CGI's on to my web site, and
was not sure about where to put them. The CGI's are to trake my WWW hit's,
reffering pages, and the rest of it. Now I contacted the writer of the
software as I kept getting"

Forbidden
You don't have permission to access /cgi/sanity.cgi on this server."

He told me to make sure that my web server has been configured to recognise
this
directory as a cgi script directory. Now I am using APACHE 1.1.3 and was
wondering how do I do this? I never knew about his before.
