dummy interface problem

I am newbie here, my system is
Redhat 4.0
kernel-2.0.30-3

Network is :
NETWORKING=yes
HOSTNAME=whocare.cs.mcgill.ca
GATEWAYDEV=/dev/modem
GATEWAY=10.0.2.254

I try to make a dummy interface for my machine by using:
ifconfig dummy whocare.cs.mcgill.ca

and got the error message:
SIOCSIFADDR: No such device
and of course , I do the route add by:
route add whocare.cs.mcgill.ca
and got the error message:
SIOCADDRT: Network is unreachable

I try many ways to make it, never sucess. Is there some body know what the error message
means?

I doubt two possiblity:
1. kernel 2.0.30-3 have the bug

2. something wrong with my modem configuration. but I can use my modem to dial out and connect to
our frame server by SLIP without any problem.

my modem is in COM2, every time bootup I got the message like:

Serial driver version 4.13 with no serial options enabled

and when I try to do:
/bin/setserial /dev/cua1 auto_irq skip_test autoconfig
I got:
Cannot autoconfigure port: Device or resource busy
