Better Proxy Server

I Currently have a Win95 Box connected to the net and will soon be putting
up a linux box for myself (my wife is the main user of the 95 box). My
question is which will make the better proxy server for my needs. I have
proxy software available for both machines. I want to be able to send and
receive mail, do ftp, http and telneting from and to both machines. I also
want access to the IRC from both machines. What is the best way for me to
go. Put the proxy on the 95 box or the linux box.

Any Help would be greatly appreciated.

I have a static IP also.
