Local Network Inop

Hi All,
I have a linux machine, and am using ppp to connect to my isp.
That works just fine. I have a secondary computer attached to the
linux machine via 10 base T. The machines can talk back and forth
with each other on the local net, but machine 2 cant be reached outside
of the local network. I can ping it from an alternate location on the net,
I watch the ethernet card on machine 2, the lights blink as it gets
pinged, but the response never makes it back to answer the ping. Also
I noticed the linux machine has an ip address of 205.152.191.26
and a network address of 205.152.191.16 and when I type "route"
it will hang there. If I remove the 205.152.191.16 route, no hang.
I also did a traceroute on the ip of the second machine which is
205.152.191.27 and it stops at 205.152.191.26 which is linux. These
tests were done from a location not on the local network. Why wont
linux allow packets from the second machine to get to the net. Kernel
is 2.0.28 .. Ip forwarding is in the kernel also. Netmask is currently
set up at 255.255.255.240 .. I would appreciate all input on this
subject. 2nd machine is running win95 tcp/ip.
