You should upgrade your net-tools if this happens.
It is/was caused by a change in /proc structure.
It first happened to me to, but now running with net-tools-1.3.50-BETA6f
(i know..i can upgrade again to a newer one), and all trouble was gone.
arp -a now shows correct behaviour.
