Old users getting owned by new users

I have an annoying, albeit interesting problem. If anyone could help out, I would appreciate it.

I am running a Linux 1.2.13 box and when I add a new user, all seems will. I started getting
compalints about my users not being able to get their mail. After checking into the problem,
I noticed a very strange thing happening. Every once in awhile when I would add a new user,
not only would thier directory be owned by them, but someone elses directory would suddenly
have its ownership changed to that user as well.

As you can see, this causes quite a probelm. I could manually check the directories after
every new user, but this dosn't fix the problem.

I do delete users all the time by just doing a vipw and removing their line in the passwd file.
Then deleting their user directory. Is there a better way...?

Any help or insight into this little problem would be appreciated.
