Other than being assigned to the Oulu Telephone Company in Finland,
nothing. What do you mean by "not really being on the internet"? Either
you are, or you are not. If there is _ANY_ chance that your packets can
get out onto the net, then you should use one of the reserved net blocks.

The one that I use locally is 192.168.0.0 - 192.168.255.255.

If you are trying to use 192.107.200.0 as a station address, that's why
things are not working. The .0 and .255 addresses are reserved.
