Your network address is 206.196.114.16
Your broadcast address is 206.196.114.23
Your netmask is 255.255.255.248

So to setup your machines do the following

/sbin/ifconfig eth0 YOUR-IPADDR netmask 255.255.255.248 broadcast 206.196.114.16
/sbin/route add -net 206.196.114.23
/sbin/route add default gw IPADDR-OF-YOUR-GATEWAY
