The base IPv6 spec is RFC 1883. There are additional RFCs and drafts
related to addressing architecture, path MTU discovery, neighbor discovery,
address autoconfig, etc. The IPv6 (IPng) working group homepage is at:

You can download all of the documents from there. RFC 1883 is now an
IETF Proposed Standard.
