There is a protocol called DHCP (Dynamic Host Configuration
Protocol) which is designed to automatically accomplish the
configuration tasks you mention (including getting a free
IP address on the new network). DHCP is an extension to
BOOTP and the DHCP FAQ is at:

You might also want to check out the Mobile-IP protocol which lets
a portable computer connect to the Internet from different networks
but still be reachable at the same IP address. More information on
