Portable Network Tester

Hello, I'm trying to setup a notebook to be used to test network
drops with. The notebook that I was given, originally had OS/2 Warp on
it, and I quickly fixed it by installing Linux :)
Right now I configure the machine by hand as I change networks.
I was thinking about eitehr writing a set of shell scripts or a C program
to give a nice interface to it. Have it lookup a list of networks by
name, and know the network number, gateway and free ip address on that
network.
Currently I'm poking around ifconfig.c, from the nettools
package. I guess my C programming course just didn't get me ready for
programming like this. If anyone knows of a program like this or has any
ides, please write back.
