programmatic interface to traffic control?

hi,

is there a programmatic way of doing traffic-control withing
applications similar to what tc(8) does at command line?

i am writing a userspace data transfer library (over tcp) and
need to build traffic control (e.g. rate-limiting different flows)
into it.
