NIC interrupts and instruction count

Hello,

i performed some tests on 2.4.20 kernel.
what does it mean that instruction count (in phase where packets are put to
backlog ONLY ) IS CONSTANT throughout the test while there are 3 to 8
interrupts per packet simultaneously (i can see it on plots)???

[the test is 2 flows. First is 200Kbps and the second 2Mbps. The output
bandwidth is 2Mpbs. The first flow is the one i am observing and logging,
the
other flow is just interference. I use PMC counters to count instructions
count.]

does it mean that:

a) i am measuring sth mispropriatelly?

b) interrupts that come when another irq is being processed does not take
any instructions???

c) sth. else
