Using priviliged ports

Hello Everyone,

A simple question i guess: i'm writing a program on Linux that needs to
bind to
port 53. When i run the program, it seems to bind fine, but the socket
receives no connection on port 53. Since it's a priviliged port, i'm
presuming packets are not being allowed to reach me, even though the
bind seemed successful. Can someone help me out as to what i need to do
to receive packets? I have root access to the machine.
