These are just a couple stabs, but this could be related to TCPWrappers or
/etc/ftpaccess. Take a look at /etc/inetd.conf first and see if it's
settings for ftp look normal (maybe it's set to "wait" instead of
"nowait"??) or check /etc/hosts.allow and see if it's running any sort of
scripts/commands when accepting ftp transactions. Also take a look at
/etc/ftpaccess and see if it's doing anything heavy (logging, denies, etc.)
and if so, try lightening it up and see what happens.
Good luck.

Subject: ftp login prompt appears after a long time
Dear all,
I am using Redhat 6.2 and the problem is that the ftp server response time
is too long. When I ftp to serverA, "Connect to serverA" prints quickly,
but the login prompt appears after 1 minute.
Telnet's reponse is very fast, however. /etc/host file has include the
host name of the client pc.
Best regards,
Boris
