Yes and yes.
Example uses:
- virtual domains
- migrating IP ranges (can't change 2000 PCs simultaneously)
- merging or splitting services on services.
Usually, eth0 is first IP, first network card, eth0:0 is second IP,
eth0:1 is third IP, etc.
