There is only one decent hit (well, duplicated a few times) to
qos.ittc.ukans.edu. In fact, that is the ONLY decent website I have
found ANYWHERE with useful information on Linux QoS.

But getting the hang of it is plenty difficult and _very_ time consuming
without decent documentation.
